Recently, the Board agreed to set up a Global Finance Shared Services Centre (GFSSC) in Mumbai and planned to transfer all related back-office accounting processes to this GFSSC.

You and your HR team have just got off a conference call with the CFO, CHRO, and the GFSSC Project Manager. Below are the key points you have noted from the call.

• External consultants conducted a feasibility study and recommended Mumbai as an ideal location to set up a GFSSC. Mumbai is considered cost-efficient with a rich pool of Finance talent with English-speaking skills already existing in the market. Finitech Mumbai also has a small Finance Team that could be developed into the GFSSC.
• The Finance & Accounting (F&A) function comprises three end-to-end processes – Procure-to-Pay (P2P), Order-to-Cash (O2C), and Record-to-Report (R2R). The initial plan is to set up a GFSSC with 120 accounting employees to manage these 3 processes.
• From an HR perspective, the only HR support in Mumbai is a junior HR Executive who you believe may not have the skills to lead this GFSSC project. You realise your support will be key.
• As part of the Talent Management and Development, the CFO is also contemplating to ask the Finance Manager of Singapore, Pamela, to relocate to Mumbai to lead the newly formed GFSSC for the first 2 years. The CFO believes this will be a good development opportunity for Pamela given that she is earmarked to be the next Regional Finance Director (RFD) for Asia to be based out of Singapore. Pamela will also have the opportunity to interact with the different Finance Teams in Asia and globally when transitioning the 3 F&A processes from the various countries to Mumbai GFSSC.
• Besides setting up the GFSSC and ensuring the team provides a world-class service to Finitech finance teams across the globe, Pamela’s deliverables for this assignment includes inculcating the Finitech culture into the new team and to develop a successor to replace her as the Senior Manager of GFSSC in Mumbai by the end of her assignment.
• Management has also decided to use Singapore as a first pilot run and move the finance processes from the Singapore office to the GFSSC in Mumbai.
• While management believes assigning Pamela as the first Senior Manager of GFSSC is a good idea, they are seeking your formal proposal to validate that this is the right decision and recommendations to ensure this expatriate assignment will be a success for both Pamela and the company.

Assignment Task

This assignment comprises TWO (2) tasks.

Task 1: Expatriation Proposal

Draft a 2,000-word formal proposal to seek Management’s approval to expatriate Pamela to India as Senior Manager GFSSC. The proposal should

1. Develop a business case for the expatriation vis-à-vis local hire;
2. Using the expatriate cycle as a framework, highlight relevant factors to consider from both Pamela and the company’s perspectives and specific recommendations to facilitate a successful assignment; and
3. Develop a detailed cost estimate for a 2-year assignment assuming a home-based, balance-sheet compensation approach. Research your cost estimates online and rationalise any assumptions that are made. Table your cost estimates clearly and derive the additional cost to the company in posting Pamela to Mumbai as opposed to hiring a local manager.

Task 2: In-Bound Expatriates Support Plan

In addition to the expatriation of Pamela, a group of Indian employees from GFSCC will be traveling to Singapore for a 3-week training. The training is to help the office understand the F&A functions that will be transferred over to Mumbai.

Draft a 1,000-word plan that details how your HR will support the GFSSC employees during their training in Singapore. The plan should be comprehensive and consider visa requirements, accommodation, cost of living in Singapore, any training, including cultural training (as this is the first time, these employees are traveling out of India), and how they will interact with the colleagues in Singapore, etc.
