1.Identify, explain and apply the relevant Workplace Safety and Health (WSH) legislation/Approved Code of Practice/Singapore Standards applicable to work at height.
The Workplace Safety and Health (WSH) legislation in Singapore, variously called the “Workplace Hazards Act” or “Workforce Safety and Health Act,” is an important piece of legislation that governs issues surrounding occupational safety and health.
Employers in Singapore are legally required to provide a safe workplace for workers from birth through retirement, as well as when they are on sick leave. The WSH legislation also offers benefits to employees, such as public liability insurance coverage for work-related injuries.
Shin Kee Business Consultants Pte Ltd has been helping companies comply with relevant statutory requirements via our Occupational Safety Management Services since 1999. We offer various packages that cater to different start-up needs while still meeting regulatory demands from the authorities.
Remember that work at height is a huge risk factor for accidents. Companies in Singapore are legally bound to implement the appropriate safety measures and systems to make sure workers remain safe on the job.
2.Identify and explain the Roles & Responsibilities of stakeholders, competent and responsible persons.
The roles, responsibilities, authority, and degree of which stakeholder are competent and responsible will vary depending on the industry. For example in healthcare it is important to ensure that all stakeholders’ roles are well documented especially considering confidentiality regulations. The following is a general overview for an average organizational setting:
An individual can become a Stakeholder by virtue of knowledge or interest in the organization’s affairs. The person may be an employee (such as the CEO or President), owner (if they hold 10% or more ownership,) customer, Board Member of the Organization , member of management teams representing departments per example; IT Management representing IT Department .Typically someone who has expertise but does not have decision-making power when it comes to the organization’s policy.
The main roles of the stakeholders are to:

- Affecting corporate reputation by providing feedback on organizational performance or compliance with relevant legislation.
- Control operations at the organization.
- Giving input or advice to management when it comes to restructuring the organization.

3.Identify hazards, evaluate the risk, and implement control measures for work at height.
Control measures and equipment for work at height differ depending on the specific area of interest. Persons performing work at height are normally required to wear protective clothing, such as helmets or harnesses, in order to minimize injuries from falls.
For example, a person may be wearing a safety belt with ropes attached if they need to walk across beams or cables suspended in space. Furthermore, somebody who needs to drill into walls while standing on scaffolds may use goggles that fit tightly around their head so that dust does not get into their eyes and impact their vision when drilling close-up towards themselves.
When it comes down to it and all possible hazards have been evaluated alongside risks associated with them; the best approach is how we can take necessary control measures to minimize as much risk exposure for workers and eliminate them where possible.
4.Review the necessary fall preventive / protective control measures for safe execution of work at height.
Review the necessary fall preventive / protective control measures for safe execution of work at height
We’re all going to need one in our lifetime. So it’s best to take pre-emptive measures while we still can.
1) Take Falls Prevention courses as soon as possible, before you or a loved one needs them. This is because most of us think others are fragile, and that they’ll be able to save themselves; but that isn’t always the case and many accidents happen when people think they were fine and then lose their balance or get hit by something unexpected.
2) Practice your balance – if you can’t fall safely, reduce the likelihood that you’ll fall in the first place. The best way to do this is by practicing controlling falls and protecting your head using falls prevention methods such as a helmet or pillow out of bed.
3) Buy equipment for any necessary activities that require it: In addition to the above steps, there are other things we can do to prevent falls from happening at all;
4) Try not to work during times where you’re likely to be tired: If you’re feeling sick or a little uncomfortable, it may have been wise to leave your task for another time where you would not feel as sluggish.

5.Establish, evaluate, review and implement a Fall Prevention Plan.
Establish a Fall Prevention Plan at workplace:
- Identify all possible fall hazards in the work environment.
- Introduce the plan openly across the organization and share on social media with employees and partners. Implement posters with safety tips, briefings to staff individually or in groups.
- Use incentives to encourage workers who adhere to guidelines.
Ensure that programs such as Maintenance Workshops are well attended. Announce safety initiatives during staff meetings, disseminate via company website/newsletter and ensure an Employee Safety Representative is able to respond when needed promptly.
Educate employees about their duty of care responsibilities by ensuring they understand how unsafe behavior can lead to injuries for themselves or other people at work including fellow team members or customers.
6.Establish and implement a system for an effective monitoring and control of WAH risks.
Washington Administrative Code 296-125 requires all employers to establish a system for an effective monitoring and control of WAH risks. The employer must identify the hazards, necessary controls, and the location where these hazards exist in the workplace.
This requirement applies to those worksites with 50 or more employees on any given workday. It does not apply to private residences, public facilities such as airports and shopping malls without permanent free-standing structures attached, live entertainment venues during temporary engagements only, bars or restaurants during temporary seasonal engagements only, amusement parks during a maximum of two months per year that is designated by prior written consent from DOL L&I, and certain temporary work sites during the initial 45-day period of activities as long as it does not exceed 650 hours in any single calendar year.
The law defines a WAH hazard as “any activity, condition, or substance that poses a significant risk of injury to employees.” It must be listed on the employer’s Exposure Control Plan (ECP). An exposure control plan is required for all employers covered by WAC 296-800-300 if they are conducting an industry with designated health hazards that has adopted a standard.

7.Don, check and correct Individual Fall Protection Equipment and respond to a fall emergency.
There are three main types of fall protection devices that you can use. One option is to use a harness and lifeline, another is to wear an eye safety device, such as a full body harness or safety belt with lanyard. The final option available is the Self-Retracting Lanyard (SRL), providing workers with more freedom while still taking precautions against falls.
It’s important to keep one’s body as close to vertical as possible during descent and ascent when using ALL these devices – in the event of a fall, this reduces the distance one can fall by up to 80%. Fall protection devices are not foolproof and absolutely should not be used in hazardous environments where they might have an adverse effect on the safety of the individual wearing it.
