Background

Kamala is a 14-year-old student who recently stopped attending her secondary school. She was previously a good student with consistent attendance and strong academic performance during the first semester of Secondary One. However, following the June holidays, Kamala began missing school frequently. By the end of the year, her grades had declined, and she nearly failed to advance to Secondary Two in 2024.
Kamala’s family is known to XYZ Community Services, a local social service agency, due to their involvement in a bursary programme intended to support low-income families. Following the death of Kamala’s father in March 2023, who had been the family’s primary breadwinner, XYZ Community Services has provided financial assistance and support to Kamala’s family to help them manage their financial difficulties. The social worker has also provided grief counselling support for Kamala as she was badly affected by the loss of her father.
After the June holidays in 2023, the social worker began having difficulties meeting up with Kamala and her family. Kamala’s mother, Mdm Parvin, explained that her daughter had experienced multiple illnesses, which she cited as the primary reason for Kamala’s sporadic attendance in school as well. In January 2024, after a few unsuccessful phone contacts with the family, the social worker made a surprise home visit. However, upon visiting the listed address, the social worker discovered that the family was no longer residing there. Efforts to reach them over the following weeks were unsuccessful, and XYZ Community Services lost contact with the family.
