Project Task:

Provide security design recommendations for a new 3-storey office building with a basement located at Sengkang Central.

Session Details:

• 1st Session: 3rd December 2024 (Tuesday) – Briefing on the project requirements, including the outline of the approach and concept of protection for the building.
• 2nd Session: 7th January 2025 (Tuesday) – Opportunity for students to clarify any points while preparing for the project submission.

Submission:

Written report (minimum 2500 words) due by 14th January 2025 (Tuesday) at 1800hrs. Late submissions will incur marks deduction.

Marks:

The project is worth 100 marks, contributing 50% to the overall assessment for this subject.

Building Design Features:

• Perimeter: 2.4m welded mesh fence with vehicular chain link mesh gates and a staff entrance.
• Surroundings: The building is surrounded by a main road, grass field, and dense vegetation at the back.
• Main Entrance: Glass sliding door and 2 fire escape staircases with wooden doors.
• Glass Façade: The building features a glass façade.
• Guard House: Proposed next to the main vehicular gate.
• Visitor Management: A system is planned for the reception counter.

Building Layout:

• Basement: M&E rooms, IT & generator rooms, and staff car park.
• 1st Storey: Main lobby, lift lobby, mail room, reception counter, security control room, and meeting rooms (with 3 speed gates at the lobby).
• 2nd Storey: Administrative offices, mail sorting room, and confidential document storage room.
• 3rd Storey: HR department, document compactus room, senior management office, and board room.
• Lift Landings: Enclosed with glass doors on each floor.
• Doors: Wooden doors proposed for all rooms.

Identified Threats for Risk Assessment:

• Internal Threats: Theft, vandalism, sabotage, arson, and theft of confidential information.
• External Threats: Intrusion, theft, vandalism, sabotage, arson, and theft of confidential information.
• Security Incidents: Recent break-ins, vehicle ramming incidents, and bomb threats at neighboring buildings.

• Security Risk Level: Medium.
• Security Mitigation Measures: Should address all identified threats.

Propose security zoning and security measures (physical & electronic) for the new office building based on the protection in depth and the 5 Ds approach.

Considerations:

The proposed security control measures should not interfere with the daily operations of the building.
