Security Project –Proposed Development

1. The two new Integrated Resorts cum Casinos were completed in 2010. The Casino Police Regulatory Unit was set-up to manage risks associated with Casinos around the world i.e. first the social ills, vice and crimes; and second, the possibility of religious fanatics, subversive and/or terrorist elements targeting the Casinos. Investigations into the 9/11 attacks in the US revealed that the Casinos in Las Vegas were identified as prime targets as they represented the epitome of ‘sinful’ western cultures/values. The situation has been aggravated by the random and senseless killing of innocents by ISIS supporters and they have also begun targeting law enforcement officers.

2. Since then, the workload of the Casino Police has increased significantly. The government is also planning to grant a license to build a 3rd Casino. In addition, Interpol has intelligence that International Crime Syndicates are attempting to make inroads into Singapore.

3. In view of this, the government has decided to build a dedicated premise for the Casino Police and a select group of Interpol Officers at the Marina Bay Area. The Ministry of Communications and Information (MCI) plans to co-locate at the new site. MCI, however, may have to occupy a separate Tower due to the height constraints imposed on the new development. In view of this, two Towers will be built. Tower 1 for Casino Police and Interpol; Tower 2 for MCI. As MCI plans to only occupy the upper 10 floors, the lower floors of Tower 2 will be leased out to Commercial Tenants.

4. The Two Towers will be connected by sky bridges at the 5th, 10th, and 15th storeys. The first three levels of the Casino Police Tower will have a cafeteria and an auditorium cum exhibition space for public education and awareness programs. The Two Towers will share a common 5-level basement car park that will also house a lock-up capacity of up to 100 persons at any one time. MCI wants to include a strong room to safe keep sensitive documents within the new premises. This is to do away with the current practice where the MCI staff need to travel to its off-site high-security storage facility.

5. The architects’ design intent is for the new development to have an extensive glass facade to blend with the overall scheme of the architectural landscape in the Marina Bay area.

6. You have been advised to brief the project team to ensure appropriate security measures are incorporated in the design of the two New Towers.

7. A schematic of the site layout plan for the New Towers is attached as Appendix 1 to this Annex.
