Security Project – Proposed Development
1.The MRT authority is planning to build a New Depot at Sembawang to cater to the rapidly growing rail network.
2. Pastsecurity lapses i.e. whereby vandals managed to enter and spray paint onthe trains for several hours undetected at several MRT depots have attracted considerable adverse publicity and undermined public confidence.They also tarnished the image of Singapore Government and agencies overseeing the security of critical infrastructure.
3.The Ministry of Home Affairs has formed a task force to ensure proper risk assessments are conducted and integrated security measures are emplaced to prevent future security incidents. The IS supporters attacks on transport nodes in the region has made this an even more pressing problem.
4. Youhave been specially selected, based on your acute knowledge of security conditions and expertise in security, to advise the MRT project team on security measures that should be emplaced at the New Depot.
5. A schematic of the site layout plan for the New Depot, measuring 1 km by 500m,is attached asAppendix 1 to this Annex. The site willhave: –
a) A two-storey admin block to manage the day to day operations at the Depot. This includes dealing with maintenance contractors and other service providers / suppliers.
b) 2 x workshops for carrying out maintenance of the Trains and a parking depot.
c) A 3-storey MRT Control Centre that will have the computer systems to schedule maintenance and manage train schedules. It will also serve as backup to the primary MRT Control Centre at MRT HQ.
6. The project requirements are as follows: –
6.1. Conduct a risk assessment for the development i.e. assets, threats, probability of occurrence, impact and consequences.
6.2. To kick off the study, the MRT project team has tasked the Architectsto share what they have prepared for the proposed development. The Architects informed they plan to implement the following:
- 2,4-meter-highclear chain-link fence with 10 cm concrete base to be installed at perimeter of site to enclose the New Depot.
- Perimeter fence to be covered by security lighting,No other security measures for perimeter fence.
- Main access gate to be provided with standard non-crash rated vehicle drop arm barriers and covered by CCTV cameras to record pedestrian and vehicle movements. TheMain Guard House to serve as Security Control Room. It isto be situated next to main access gate.
- All buildings to be provided with mechanical lock and key systems. Glass façade to be used, wherever possible, to allow natural light to brighten up areas and reduce need for artificial lighting.
- Parking area of trains to extend to within 10 meters from perimeter fence to optimize space for planning purpose.
- Security manpower: 2 unarmed guards during day – 0700hrs to 1900 hrs.; and 1 unarmed guard at night – 1900hrs to 0700hrs.
6.3. Based on the key findings of the risk assessment, to present the concept of protection for the development i.e.recommendations for changes to proposed layout; and security strategies to manage threats during normal periods and periods of increased risk. This should cover the requirements or recommendations for the following: –
- Adjacent areas
- Perimeter of site
- Zoning and protection of vital and restricted areas
- Security systems and means
- Security manpower
- List of security procedures and contingency plans
