- The Singapore & Malaysia governments have agreed to build a High-Speed Railway (HSR) to facilitate travel between the 2 countries
- In light of this, the Singapore government has approved plans for the New HSR Depot at Tuas.
- Train Depots are attractive targets for terror groups bent on striking transportation networks. In view of this, the Ministry of Home Affairs has formed a task force to ensure proper risk assessments are conducted and integrated security measures are emplaced. The government wants to ensure that adequate security measures are implemented and also past incidents that impacted its MRT Depots do not recur. The IS supporters and returned fighters to the region have made this an even more pressing problem
- Based on your acute knowledge of security conditions and expertise in security, you have been specially selected to advise the HSR project team on security measures that should be emplaced at the New HSR Depot.
- A schematic of the site layout plan for the New HSR Depot, measuring 1 km by 500m, is attached as Appendix 1 to this Annexe A. The site will have the following: –
a. A two-story admin block to manage the Depot’s day-to-day operations. This includes dealing with maintenance contractors and other service providers/suppliers.
b. 2 x workshops for the maintenance of the Trains and adequate parking bays.
c. A 3-story HSR Control Centre with computer systems to schedule maintenance and management train operations. - To kick off the study, the HSR project team has tasked the Architects to share what they have prepared for the proposed development. The Architects have informed they plan to implement the following:
• A 2.4m high clear chain-link fence with a 10 cm concrete base will be installed at the site’s perimeter to enclose the New Depot.
• Perimeter fence to be covered by security lighting.
• The Main Guard House to serve as Security Control Room. It will be situated next to the main access gate. The main access gate will have standard non-crash-rated vehicle drop arm barriers and be covered by CCTV cameras to record pedestrian and vehicle movements.
• All buildings will be provided with mechanical lock and key systems. Glass façade will be used, wherever possible, to allow natural light to brighten up areas and reduce the need for artificial lighting.
• The train parking area will extend within 10 meters of the perimeter fence to optimize space for planning purposes.
• Deploy security manpower: 2 unarmed guards during the day – 0700hrs to 1900 hrs.; and 1 unarmed guard at night – 1900hrs to 0700hrs.
